Policy Reviews

In environmental policy circles there’s growing focus today on effectiveness and efficiency, with ex-post evaluation of environmental policies and measures now increasingly common practice. CE Delft has carried out numerous policy reviews for the Dutch government as well as for the European Commission.

As explained in the Dutch-language ‘Handbook of policy monitoring and evaluation’, compiled by CE in collaboration with PWC, policy evaluation is concerned with three issues:  
  • Effects: whether policy targets have been achieved
  • Effectiveness: whether target achievement was due to the policy in question
  • Efficiency: how cost-effective the policy has been
Economic expertise is important here, especially for the latter two issues, because effectiveness and efficiency are two concepts that can be readily analysed and quantitatively assessed with the economist’s toolkit. CE Delft has extensive experience with ex-post reviews of policy (cost-)effectiveness and is playing a key role in the evaluation of Dutch climate policy over 2005.
